Digital Telecommunication EOI - closes Wednesday 24 April

RFT ID - WPCA000384

The Digital Telecommunications Expression of Interest (EOI) for Bradfield City Centre Stage 1 is now open via the NSW Government's eTendering website

An industry briefing session was held on 14 March 2024 at 3:00pm. Please visit eTender for more information.

The EOI offers five opportunities to be involved in the delivery of digital infrastructure in Bradfield City Centre.

  1. Asset: Telecommunications pit & pipe asset network

WPCA is building a network of telecommunications pit and pipe infrastructure as part of the civil and enabling works for Bradfield City Centre. This pit and pipe network is being offered for the successful bidder to operate and maintain.

  2. Right: Initial fibre network provision

In order for Bradfield City Centre to have high quality digital connections from day one, an initial fibre network is required, to service the whole precinct.

The right to provide the first telecommunications fibre network within the pit and pipe network is being offered for the successful bidder to provide their fibre, including ownership, operation and maintenance of that fibre.

  3. Right: Layer 2/Local bitstream service

The right to provide the first telecommunications fibre network per (2) above has a concurrent requirement to provide Layer 2 Bitstream Services to support provision of high-speed broadband services to end users and enable high-quality digital connection from day one and beyond.

The Layer 2 Bitstream Services will terminate at the customer NTD/NTU user interface, and at the network-network interface, or point of interconnect (POI).

  4. Right: Communications Centre provision

WPCA has reserved an appropriate area within one of the first buildings being constructed in Bradfield City Centre specifically for use as the location of the Communications Centre for Bradfield City Centre. The pit and pipe network has been designed to aggregate to a point proximate to the reserved space and facilitate connection of external fibre networks to the Bradfield City Centre network.

This opportunity includes the right for the successful bidder to lease and operate the reserved space, to fit out the Communications Centre as the point of interconnect to the Bradfield City Centre Stage 1 network and to prepare and lease space to other network operators, including mobile network operators for C-RAN and other equipment.

  5. Right: Multi-Function Pole network provision

WPCA has provisioned every street light pole location with dedicated electrical conduit, communications conduit and an appropriate footing to accommodate a variety of multi-function poles, as well as standard light poles approved by Liverpool City Council.

This opportunity includes the right to manage a complete, precinct-wide network of poles, consisting of multi-function poles, and standard Council-approved light poles if required, to deliver mandatory street lighting and additional commercial services.
