What's happening in February?

Work to deliver the Western Parkland City Aerotropolis is booming! The new Western Sydney International (Nancy-Bird Walton) Airport is taking shape, and the surrounding road, transport and city building improvements are well underway.

Current projects

Western Sydney Airport

Construction of the Western Sydney International (Nancy-Bird Walton) Airport is well underway and on track to open to international, domestic and cargo services in late 2026. Since commencing construction in September 2018, the project has transformed significantly, with over 95% of the Major Earthworks package now complete and construction of the Airport Terminal underway. Over the past few months, our Major Earthworks contractor has completed and handed over portions of their site to the Airside Civil and Pavements Works team and Landside Civil and Building Works team.

Transport for NSW

M12 Motorway 

Construction on the M12 Central and West sections continues between 7am and 6pm from Monday to Friday and between 8am and 6pm on Saturdays.

Out of hours works in the M12 West section includes:

  • Night work between Monday 28 November 2022 and Friday 13 January 2023 along Elizabeth Drive east of Luddenham Road in Badgerys Creek and Luddenham Road, Luddenham.
  • Road surface testing work will take place s between Monday 12 December and Monday 19 December 2022 along Elizabeth Drive, Badgerys Creek and Luddenham Road, Luddenham and The Northern Road, Littlefields Road and Gates Road, Luddenham. 
  • Weekend work has been rescheduled to Saturday 10 December and Sunday 11 December at Elizabeth Drive near the new Airport Access Road in Badgerys Creek.

Out of hours works in the M12 Central section includes:

  • Night work between Monday 5 December and Wednesday 21 December 2022 along Elizabeth Drive, Clifton Avenue and Salisbury Avenue in Kemps Creek and Cecil Park.
  • Weekend work on Sunday 4 December in front of 316 Clifton Avenue Kemps Creek to flush and sample the Sydney water pipes located within the project boundary.

Speed reduction on Elizabeth Drive

From Monday 5 December the speed limit along Elizabeth Drive will be reduced to 60 kilometres per hour from 500 metres east of Mamre Road, Kemps Creek to Duff Road, Cecil Park. We are also extending the 70 kilometres per hour speed limit from Cecil Road to Duff Road. These speed limit changes will be in place until the new motorway is built, for the safety of residents and workers.

Department of Planning and Environment

The Aerotropolis Development Control Plan (DCP) Phase 2 was finalised on 10 November 2022.

Two other documents were also finalised:

  • Recognise Country: Guidelines for Development in the Aerotropolis
  • Aviation Safeguarding Guidelines - Western Sydney Aerotropolis and surrounding areas

Provide your feedback on several proposed changes to the Aerotropolis Precinct Plan by Friday 16 December 2022. The proposed changes to the planning controls will affect:

  • building heights, floor space ratios and lot sizes for a site within Sydney Science Park in Luddenham
  • building heights at 2700 Elizabeth Drive, Luddenham (Agribusiness Precinct).

Liverpool City Council and Penrith City Council are continuing work to finalise their contributions plans for the Aerotropolis. These are anticipated to be completed in the first half of 2023. In the meantime, councils can enter into voluntary planning agreements with developers

Sydney Water

Upper South Creek Advanced Water Recycling Centre

Delivery partner beginning early works /site investigations for AWRC and pipelines.

Western Sydney Aerotropolis Stormwater

Ongoing review of submissions for the draft Aerotropolis Stormwater Catchment Framework and a draft Scheme Plan for the Mamre Road precinct.

Western Parkland City Authority

Construction has started on the first building in the Bradfield City Centre with expected completion in early 2024.

We are developing our draft master plan for Bradfield City Centre ahead of lodging it with the NSW Government next year. A master plan provides guidance for the future development of the city including transport links, roads, cycleways, pedestrian connections, infrastructure, public domain and open space.

The Department of Planning will place our application on its website for public exhibition and you will be able to lodge a formal submission directly to the department at that time. Please visit our Share your ideas page to find out more about our initial plans and to share your ideas.
